Heat the oil in a saucepan and saute the garlic, onion and green pepper for 3 minutes. Add the potatoes, and saute for five minutes. Dust with the paprika and stir to coat potatoes. Add the tomatoes, salt and pepper and enough water to cover the ingredients. Cover the saucepan and cook for 15 minutes or until the potatoes are almost tender.
