1½ cup | Sugar; divided |

2 tablespoons | Milk |
Combine flour, soda, cream of tartar, and salt.
Place 1 cup of sugar in large bowl and cut in butter using a pastry blender until it resembles coarse meal texture. Beat in egg and vanilla. Add dry ingredients until blended. Knead dough by hand on a floured surface, adding just enough flour to prevent sticking (about 10-15 minutes).
Lightly grease cookie sheets or line them with parchment paper.
Roll dough into 1" size balls (#100 scoop). Roll in remaining ½ cup sugar. Place balls on prepared sheets and flatten with a glass that has been dipped in sugar to ¼" thickness. Bake in 350 degree oven for 12-15 minutes. Brush cookies with glaze while they are hot.
