Mix sugar, pepper, vegetable oil, sesame seed oil, Chinese oil, salt, and vinegar in a large bowl. Add cabbage and scallions; toss and let marinate for 1 to 2 hours. Squeeze packages of uncooked Ramen noodles to crush. Add to cabbage mixture, along with the sesame seeds and slivered almonds. Add packs of noodle seasoning to suit your taste.
