Ground beef casserole

Measure Ingredient
1½ pounds Ground beef
1 cup Celery, chopped
1 can Cream of celery soup
¼ cup Soy sauce
1 medium Onion, chopped
1 can Cream of chicken soup
1 can Water
¾ cup Rice
