Fudgy chocolate cones

1½ | teaspoon | Vanilla |
2 | tablespoons | Unsweetened cocoa |

Beat egg whites and cream of tartar on high speed until foamy. Add sugar, 1 T at a time, beating until soft peaks form and sugar dissolves (2 to 4 minutes). Beat in vanilla. Sift cocoa over mixture. Gently fold in chips.
Place cake cones upright on cookie sheet. Spoon filling into cups and carefully place in oven.
Bake at 325 degrees F for 25 minutes. Turn oven off and cool cones in closed oven 1 hour. Remove from oven; cool completely.
