In a mixing bowl, cream butter and brown sugar. Add eggs and vanilla; mix well. Combine oats, flour, baking soda and salt; add to the creamed mixture. Spread ⅔ in the bottom of an ungreased 15x10x1" baking pan; set aside. For filling, heat milk, chocolate chips, butter and salt in a saucepan or microwave-safe bowl until melted. Remove from the heat; stir in vanilla and walnuts. Spread over oat mixture in pan. Drop remaining oat mixture by tablespoonfuls over chocolate. Bake at 350 degrees for 20-25 minutes.
