In a skillet, heat oil over medium heat. Add turkey, onions, and bell peppers. Cook until turkey is longer pink and vegetables are tender.
Stir in corn, hash brown potatoes, milk, salt, and black pepper. Bake, covered, for 30 minutes or until heated through. Top with cheddar cheese.
Bake for 3 minutes more or until cheese has melted.
