1. Combine the soy sauce, lime juice, garlic and sugar. Put the tuna into a glass dish and pour the marinade over the fish. Marinate 1-2 hours in refrigerator.
2. Remove the fish from the marinade, discard marinade and place on a rack (or broiling pan) in a foiled lined pan. Sprinkle the pepper on top of the fish, patting gently to adhere. Bake in a preheated 450-degree oven until cooked through..
