Doubly moist chocolate snacking cake

1cupBrown sugar
¼cupPowdered cocoa
1teaspoonBaking soda
¼teaspoonSalt
1cupWater
cupVegetable oil
1teaspoonVinegar
¾teaspoonVanilla
½cupChocolate chips

Directions

Preheat oven to 350F. Combine the dry ingredients. Make well. Add all of the liquid ingredients and beat until thoroughly blended.
