1. Place olive oil, onion, garlic, and parsley in large skillet; saute until onion is browned. 2. Add tomatoes, water, salt, and pepper to onion mixture; simmer for 5 minutes. Add mackerel, cover, and simmer for 5 minutes. Turn mackerel over; cook for 10 minutes more. 3.
