Congressional bean soup

Measure Ingredient
1 pounds Small white beans
8 cups Water
2 cups Ham, diced
1 cup Onion, diced
1 cup Celery, chopped
2 eaches Tb Parsley, chopped
1 teaspoon Salt
¼ teaspoon Pepper
1 each Bay leaf
