Estefans' carne con papas

1 | cup | Dry red wine |
2 | \N | Onions, chop |
2 | larges | Red bell peppers, chop |
6 | ounces | Tomato sauce |
1 | teaspoon | Garlic, mince |
1 | teaspoon | Salt |
¼ | teaspoon | Dried oregano |
¼ | teaspoon | Cumin |
In a saucepan of water boil beef for 15 minutes. Drain beef and return to saucepan with fresh water to cover. Add remaining ingredients and boil for about 45 minutes.
