Beef vegetable barley soup

Measure Ingredient
1 pounds Beef stew meat; cut into 1" cubes
1 large Onion; diced
3 Stalks celery; coarsely chopped
2 Cloves garlic; peeled
1 medium Turnip; peeled and cubed
1 cup Water
8 Carrot; cut into 1" pieces
3 cans Low sodium beef broth
½ cup Barley
½ cup Oats; steel cut
2 mediums Potato; cubed
½ teaspoon Pepper
