In a small bowl, combine all dressing ingredients; Blend until smooth. Cook tortillini to desired doneness as descrived on package. Drain; rinse with cold water until cool. Drain well. In large bowl, combine cooled tortellini and remaining salad ingredients; toss gently to combine. Pour dressing over salad;
stir gently to combine.
