Tangy sweet barbecue sauce

3 larges Onion
6 tablespoons Vinegar
6 tablespoons Brown sugar
1 tablespoon Worcestershire sauce
3 cups Ketchup

6 tablespoons Margarine
½ cup Lemon juice
6 teaspoons Mustard
3 teaspoons Chili powder
1½ cup Water
