Cut beef into chunks, sprinkle with salt and pepper. Roll in 2 T cornstarch. Add beef to soy sauce and brandy; mix well.
Saute garlic; remove. Cook meat (do not add extra batter); remove.
Stir fry onion till limp, add snow peas and heated broth. Cover and steam 15 to 20 seconds, until veggies are crisp-tender. Return meat and thicken with 2 T cornstarch, dissolved in ¼ cup cold water.
